RIGHT OF THE CITIZEN IN CASE OF DENIAL OF INFORMATION AND PROCEDURE TO APPEAL
Information will be provided to the requesting person within 30 days of the receipt of the request with fee (this means date of receipt of request will be assumed as the date of realization of cheque if fee is deposited by cheque). If the information sought for concerns the life or liberty of a person, the same shall be provided within 48 hours. If any further fee is required to meet the cost of document etc, it will be intimated to the requester.
Any person who does not receive a decision within the time specified above or is aggrieved by a decision of the Public Information Officer may within thirty days from the expiry of such period or from the receipt of such a decision prefer an appeal to the Appellate Authority. In CSIO, the Appellate Authority is Director, CSIO. He may admit the appeal even after the expiry of the period of thirty days if he is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
Where an appeal is preferred against an order made by a Public Information Officer to disclose third party information, the appeal by the concerned third party shall be made within thirty days from the date of the order.
A second appeal against the decision shall lie within ninety days from the date on which the decision should have been made or was actually received, with the Central Information Commission. The Central Information Commission may admit the appeal after the expiry of the period of ninety days if it is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
In any appeal proceedings, the onus to prove that a denial of a request was justified shall be on the Public Information Officer who denied the request.
An appeal shall be disposed of within thirty days of the receipt of the appeal or within such extended period not exceeding a total of forty-five days from the date of filing thereof, as the case may be, for reasons to be recorded in writing.
WITH RELATION TO TRAINING IMPARTED TO PUBLIC BY PUBLIC AUTHORITY
(1) Training Programme # 1
Name of training programme with brief description
Training policy being practiced at CSIO is named as “Student Training Policy”. The Academic curricula of almost all the universities and technical education imparting institutes like IIT, engineering colleges etc. include training of their students in off-campus labs/organization/industries for a period varying from 4 weeks to 1 year. CSIO has adopted a comprehensive training policy for such students. Under this policy, CSIO accepts applications from students of engineering and technical institutions of repute having strong research and development base and infrastructure on priority basis.
A) Discipline wise applicants desired by Different project leaders of CSIO while giving preference to M. Tech. students of 1 year project duration. Following disciplines are accepted for such purpose:
i. Analytical and Environmental Instrumentation
ii. Agri Instrumentation
iii. Medical Instrumentation
iv. Virtual and intelligent instrumentation
v. Material Analysis
vi. Material growth and characterization
vii. Microelectronics and MEMS
viii. Applied optics, photonics and spectroscopy
ix. Seismology
x. Computer networking, soft computing and IT
xi. Biotechnology, Biomolecular electronics and Nano Devices
xii. Mechanical engineering
xiii. Image processing & Health instrumentation
B) Training to B-Tech students should be for 3 Months and above.
C) M.Sc. (Biochemistry/ Biotechnology/Physics) students are also allowed.
Institute also encourages Ph.D. programme with following institutes

Time period for training Programme/Scheme
3 months to 1 year
Objective of training
To promote academic and research co-operation with different technical institutes of the country, with preference to IIT and universities of North Eastern region.
Eligibility for Training
1) B.E or equivalent in Electronics/Instrumentation/Computer Science with minimum 62% marks.
2) M.E or equivalent in Electronics/Instrumentation/Computer Science with minimum 62% marks at B. Tech. level.
Application Form and Enclosures
Applications are accepted up to 15th May for the semester starting June/July and up to 15th Nov for the semester starting January of each year. The application consists of the following documents:
1) Request letter from Training & Placement Officer/ Principal of the college stating the duration of training and branch of engineering.
2) Resume of the candidate.
3) Mark sheets of previous semesters attested by a Gazetted officer.

Selection
Candidates are selected based on their percentage marks till the last semester. Students are accepted on first-come-first-serve basis. Number of Trainees at any given aggregate time is limited but kept flexible i.e it can vary as per CSIO’ project requirement. Limited number of discretionary seats are exercised by competent authority of CSIO. List of selected trainees is formally approved by Director CSIO. Trainees are sent formal letter of selection at their correspondence address.
Time Table of Training Programme
Approximately 2/3 of the training period is spent on technical aspects of the project.1/3 period is for execution, demonstration, presentation and preparation of dissertation.

Note:
1) CSIO may be accept applications even after the deadline of submission of applications form very bright and promising students
useful for CSIO’s R& D programs. For this purpose followed quota is available with the following officers:
(i) Director – 15 to 20 trainees per semester
(ii) Head of the divisions/Project leaders – One each
2) Wards of present or ex-employees of CSIO/CSIR will be given preferences above the regular and discretion quota.
3) The training for a period of less than 3 months, if approved by Director CSIO, may be considered under exceptional circumstances.
(2) Training Programme # 2
Name of training programme with brief description
Apprenticeship Scheme for Engg. Graduates and Technician (Diploma Holders).
Govt. of India had enacted Apprentices Act. 1961 to cover Engineering Graduates, Diploma holders and +2 passed (Vocational) certificate holders for one year Apprenticeship training in all sectors namely Central, State and Private including undertakings and corporations etc. in whole of the country.
For implementation of Apprentices Act. 1961 as amended in 1973 & 1986, four regional Boards of Apprenticeship Training located at Kanpur, Calcutta, Chennai and Mumbai were established under Ministry of H.R.D. (Deptt. of Education).
The Board at Kanpur looks after Apprentice ship Training Scheme pertaining to one year training of Engineering Graduates, Technician (Diploma holders) and 10+2 passed vocational certificate holders in various establishments/industries of Northern Region of the country mainly States of UP, Uttaranchal, Rajasthan, Haryana, Punjab, J & K, Himachal Pradesh, Delhi and Union Territory of Chandigarh.
Time period for Training Programme/Scheme
The Apprenticeship Training programme Training period for all categories is one year.
Objective of Training
This training helps the technical youths to develop their technical as well as managerial skill, which will help them to be a good skilled worker in any renowned industry in future. On the other hand, any industry can get a good skillful worker which they are looking for.
Eligibility for Training
Candidates who have passed Degree/Diploma in earlier years (up to 3 years including current year).
Financial and other form of help
During training period employers are liable to pay the minimum rates of stipend as prescribed by the Govt. of India. The minimum rates of Stipend presently prescribed for different category of apprentices mentioned below:
Graduates (Post - Institutional Training) : Rs. 1970/- per month
Diploma Holders (Post Institutional Training) : Rs. 1400/- per month
Sandwich Course Students from Degree institutions : Rs 1400/- per month
Sandwich Course Students from Diploma institutions : Rs. 1140/- per month
After getting the registration numbers and after paying the stipend to the Apprentices at the rates given above, employers can claim 50% Central Govt. Share of stipend by submitting the reimbursement bill on prescribed proforma duly filled in triplicate to the office of Board of Apprenticeship Training office.

Procedure of application and Selection Procedure
Fresh Engineering Graduates/Diploma holders, immediately after passing out their final examination, have to apply on a prescribed Application Form available at CSIO along with attested copy of their Degree/Diploma certificate. After scrutinizing the applications, the candidates are accepted in CSIO. The application of candidate is sent to Board of Apprenticeship Training for their approval. Candidates may also apply to the Board directly and the board may sponsor them to CSIO.
Process to inform the trainee about training schedule
Trainees are sent formal letter of selection at their correspondence address.
